Alot of the times the designers advertise on their blogs or in their stores that they are looking for CT's. Then you have to apply (sort of) by sending them whatever info they are looking for and usually they want a link to your pages. They usually have requirements, like you have to make so many pages per kit, or you have to post your pages to a certain amount of different scrap sites. They send you the kits for free, and sometimes you get them before they are released and sometimes you get them after. That's about all I know about it, I hope this helps.
